Governor appoints two to Sex Offender Management Board

Governor Arnold Schwarzenegger appointed William Gailey and Gary Lieberstein to the California Sex Offender Management Board.

The CA Sex Offender Management Board is a 17-member body whose mission is to address issues, concerns and problems related to community management of adult sex offenders by identifying and developing recommendations to improve policies and practices.

William Gailey served on the California State Bar Board of Governors since 2007, and since 1991, he has served as chairman of Gailey Associates. Previously, he worked as a detective for the Los Angeles Police Department from 1968 to 1991. Gailey is a retired veteran of the U.S. Army Airborne Unit, where he served as a sergeant E-5 paratrooper from 1965 to 1968. He is a licensed private investigator, a member of the California Association of Licensed Investigators and the California Homicide Investigators Association. Gailey previously served on the Bureau of Security and Investigative Services Disciplinary Review Committee, where he was appointed by Governor Gray Davis in 2002.

Gary Lieberstein has served Napa County as district attorney since 1998, where he was re-elected in 2002 and 2006 and worked as deputy district attorney from 1985 to 1998. He is president of the California District Attorneys Association and California representative for the National District Attorneys Association Board of Directors. Lieberstein is chair of the Napa County Child Abuse Prevention Council, the Napa County Gang Violence Prevention Council and the Napa County Elder Abuse Prevention Council.
